I recommend applying a little surf wax so you can ride it for a while to see where you would like to put the straps, this wax is easily removed afterwards with Varsol a common houshold stain remover.
We use stainless 6M x12mm stainless inserts, and routed a hole of the same measurement trough the deck of our surf board.
Then we filled the holes with a fast setting Urethane resin, this resin sets in minutes and keeps the resin from soaking in to the foam. You can also use a fast setting Epoxy resin thickened with Micro Balloons.
When the resin is half cured and still flexible you cut the exces with sharp knife.

After the resin has cured you sand and clean the insert hole

Use fiberglass and Epoxy resin to reinforce the area

After you sanded and cleaned the insert areas you insert the screws to keep the threads clean and later to locate the inserts after you glued the deck pad on top.
In the next image we took some EVA computer mouse pads and glassed 4 layers of glass on top
Your heels point load the area, this re enforcement distributes the load.
So 5mm foam with 4 layers of 6oz glass laminated on top of the foam
then glued on foam side on the board with contact cement.

Here we use a clear plastic to make a template to cut the foam pad, this plastick is later used to help install the deckpad.
