Stolen From Cabarete Beach

Lucianos Gonzales board got stolen from Cabarete beach by Johnny Read, a guy from Vancouver Island, British Columbia, Canada that was on vacation here in March. He promised to pay Luciano 250 US for his board. He then came up with some bank stories and said he would deposit the money in my account to give to Luciano as soon as got home.
Well the man figured that since we live in a law less Banana country hed be safe not paying him.
I did file a report with the authorities, and am happily awaiting his return, but I need some help.
DOES ANYBODY KNOW THIS THIEFS ADDRESS??
